The research method is descriptive-survey and in terms of applied purpose. The statistical population included experts from the Ministry of Sports and Youth of Western Iran (n = 286) who were selected through simple random sampling, and 182 responded to the questionnaires. Three standard questionnaires, the Ethical Leadership of Calhoun et al. (2011), Ahmadi et al. (2017) and Innovative Performance of Huang and Lee (2002) were used. Factor analysis was used to evaluate the validity of the structure of the questionnaire and the structural equation modelling with Lisrel software to present the research model. The findings showed that there was a positive and significant correlation between the variables and the corresponding indices. Also, ethical leadership indirectly and through the mediating variable of good governance influenced innovative performance by 0.69. In other words, the good governance variable was a positive mediator between the variable of moral leadership and innovative performance.
